At today's meeting of the Presidium of ANAS, a report on the execution of the resolution of the General meeting of ANAS dated April 29, 2016 was presented. It was noted that in the relevant paragraphs of the decree "On scientific and scientific-organizational activities of the Presidium of ANAS in 2015", the Presidium received a number of instructions, important measures were taken on these items.
It was noted that, guided by the tasks set by the President of the Republic of Azerbaijan Ilham Aliyev at the 70th anniversary of ANAS, and the priorities defined by him, the Doctrine of the Development of Science in Azerbaijan was developed. The draft document was widely discussed in a meeting of the Republican Council for the Coordination of Scientific Research. The project was re-designed taking into account the suggestions and recommendations of the council members, after which it was submitted to the relevant ministries for agreement. Comments and proposals put forward by the ministries were taken into account. By resolution of the Presidium of November 18, 2016, the project was approved and submitted to the President of the Republic of Azerbaijan for consideration.
It was stressed that in 2016 the decisions of the Presidium taken in connection with solving urgent scientific and technological problems, financing of research programs aimed at conducting multidisciplinary research in the field of socio-economic and cultural-moral development of the country were enforced.
It was also reported that the publication "Towards Independence - 25" was prepared in accordance with the Action Plan approved by the Presidium to ensure that the tasks set at the President's disposal for announcing 2016 the "Year of Multiculturalism" were published. "Literary and Artistic Origins Azerbaijan Multiculturalism "and" Multiculturalism: Trends and Reality ", an international scientific conference" Philosophy, Tolerance and Multiculturalism in Azerbaijan " was organized in ANAS.
It was noted that in the year under review, topical issues were studied and proposals were put forward to address such issues as the use of information technologies, the protection of copyright and intellectual property in a knowledge society, including plagiarism, piracy, inheritance, and the commercialization of science, patenting, intellectual property insurance, additional difficulties arising in connection with this problem in the Internet space. Also within the framework of the program of the European Commission Erasmus + the activities on the project "Reconstruction and development of training at the doctoral level in Azerbaijan in accordance with the requirements of European higher education - Nizami" were carried out, scientific research work on development of the country's military industry and strengthening of defense power, Innovative multidisciplinary research on the cultivation of new highly productive crops in the field of molecular and genomic selection was conducted and, reading genomes of plant crops, protecting biodiversity, restoring soil fertility and improving productivity, creating safe food products in fisheries and agricultural livestock, introducing new types of food crops.
Last year, some activities were carried out in the field of development of the legal and regulatory framework for science and education, the scientific and technical sphere in general, work is continuing on bringing the legal and regulatory documents in line with the acts adopted in this area and the requirements of existing legislation.
It was noted that during the research work carried out in the humanities and social sciences, great attention was paid to the study and propaganda of the ideology of Azerbaijanism, the scientific theoretical and methodological bases of the history of Azerbaijan were revised, a new concept of the history of Azerbaijan was created.
Important events in the field of development of innovative activity of ANAS were carried out, cooperation with organizations of innovative orientation was extended. The scientific institutions of the Academy carried out purposeful work for the commercialization of science, the production of science-intensive products, and the attraction of additional extrabudgetary funds through the application of ideas in practice.
The report said that the special purpose activities that are being carried out in the Experimental-Industry Plant of ANAS have been expanded, and purposeful works are being carried out to bring the products produced here to the world market. It was stressed that the plant produces lubricating oils, detergents and other products, totaling 60 items in total.
It was noted that scientists take an active part in the projects of the Large Andronic Collider ATLAS and ALİCE. At present, 22 Azeri specialists work at the Joint Institute for Nuclear Research in Dubna. At the same time, the European Center for Nuclear Research.
Considering all the above, the Presidium considered the works performed in connection with the implementation of the resolution of the General Meeting of ANAS from April 29, 2016, satisfactory. It was entrusted to continue unfinished work in the current year.
