Next seminar-training of the 2nd Special Department of ANAS was held

Opening the meeting, which was attended by Chiefs of Staff of the Civil Defense (GO) of scientific institutions and organizations of ANAS, head of Division Eldar Guliyev brought to the attention of the issues on the agenda.

Department chief congratulated the staff of GO chiefs of institutions and organizations from March 1 - World Day of Civil Defence and stressed that compared to the past years, the number of activities carried out by the Department much more increased.

At the event was presented a report by head of the Department of Law Constitutional of the Institute of Law and Human Rights, Doctor of Law Ayhan Rustamzade on "Preventive measures in the context of human rights in order to protect against emergencies" in which he noted that, one of the priority issues of the Azerbaijani state is the protection and promotion of human rights.

It was noted that, in order to prevent violations of human rights in emergency situations it is necessary to take a number of preventive measures: "Such preventive measures include minimizing or eliminating the physical and moral losses of population during emergencies.

In this regard, in our country is formed quite perfect legislative base. The law "On Civil Defense" Republic of Azerbaijan defines the legal framework and the principles of of GO, at the same time regulates public relations in the field of civil defense".

Then, at the meeting listened paper of GO Chiefs of Staff on the activities undertaken on the occasion of March 1 - World Day of Civil Defense in the institutions and organizations, as well as training management staff in February.

In conclusion, it discussed a number of current issues.
