A meeting on “Increasing transparency in public procurement and human resources management procedures” was held
On June 11, 2025, a meeting on “Increasing transparency in public procurement and human resources management procedures” was held at the Institute of Zoology of MSE RA within the framework of the implementation of the “National Action Plan for Strengthening the Fight against Corruption for 2022-2026”, approved by the Order of the President of the Republic of Azerbaijan No. 3199 dated April 4, 2022.
Speaking at the meeting, the Director General of the Institute, Associate Professor Aladdin Eyvazov, made a lecture on “Increasing transparency in public procurement and human resources management procedures”. He said that public procurement is a set of official and legal procedures carried out by the state and its affiliated organizations to purchase various goods, works and services. This system was created to protect the economic interests of not only state bodies, but also the entire society. Through procurement mechanisms, the state builds infrastructure, equips schools and hospitals, builds roads, and provides public services. Budget funds formed as a result of taxes paid by each citizen are used precisely through this mechanism. Therefore, public procurement is of great importance in terms of both financial discipline and public trust. The corruption is one of the main factors threatening sustainable development, emphasizing that corruption has a serious impact on economic and social progress and hinders the development of society, he stated.
Then, the General Manager of the institute, Kamala Rasimli spoke about the adoption of the Law of the Republic of Azerbaijan “On Public Procurement” on December 27, 2001. The preamble of the law states that “This Law determines the economic, legal, and organizational foundations of public procurement in the Republic of Azerbaijan, establishes the principles and rules for the efficient and economical use of public funds during procurement, and for the creation of an equal competitive environment for all suppliers (contractors) on the basis of competition and transparency,” she added.
